Our Vision for 2030 & Home Guards Manual

Our  Vision  for  2030

          The department desires to construct regional training centers,  at all the important regions (flood prone areas) and District Training Centers at all the District Headquarters and have buildings of their own at all the Taluk levels  with facilities for stay of the  Home Guards whenever they are drawn for training and bandobust duties, and also to provide advanced training courses to the strength of atleast 25% of the   Home Guards on roll.

​          For the present the target strength of Home Guards is 25000.  By 2030 it may be enhanced by atleast 50% by the State Government in consultation with Govt. of India.  The department desires to create infrastructure for the same.

1.   Home Guards Act: The Home Guards Act was passed during the year 1962 which empowers the Government to provide for constituting   a voluntary auxiliary force to strengthen the Police Force in times of exigencies.  It also provides for appointing Administrative Officers at different level, supporting voluntary members and their functions, duties, discipline and to frame rules by the Govt. to carry out the purpose of the act .

​ Home Guards Rules: These Rules were framed by the State Government during the year 1963 and titled as The Karnataka Home Guards Rules 1963 which describes the Rules and Procedures to be followed in  implementing the Act.  In these rules structure of the organization,   recruitment procedure for the post of the District Commandant and other honorary members has been introduced.

 Cadre & Recruitment Rules : Cadre & Recruitment Rules for the Paid Staff have been framed in the Karnataka Home Guards and Civil Defence (Recruitment) Rules 2010 issued vide Notification No. HD 114 SHG 2007(P) dated: 27-05-2011 w.e.f. 28-05-2011 i.e. the date of publication in the Official Gazette.

2.   Home Guards Manual - Duties and Responsibilities from the rank of Home Guard to the rank of DGP and Commandant General in the executive wing and from the rank of Second Division Assistant to the rank of Administrative Officer in the Ministerial Wing and from the rank of Sainik to Commandant has been clearly defined in the Home Guards Manual.  It also describes the basic training to be imparted to Home Guards at Taluk level and advanced training to be provided at State Headquarters Level and the training to be imparted to the instructional staff at State Headquarters and Inter State training centres.  The manual also describes the allowances payable to volunteers, scale of uniforms, powers while on duty, incentives, ex-gratia amount, welfare measures, etc.,
